to celebrate becoming of adults...
People receive public rights as adults:
tabacco,alchol,voting,etc.
Most of cities congratulate those residents who
become 20 years old within that calender year.
The holiday is called
"Sei-jin-no-hi"成人の日:
Day of becoming of age.
